We are seeking a highly skilled Senior Payroll Manager to lead our Shared Services payroll operations. This role involves ensuring precise payroll and tax processing, driving excellence in payroll practices, supervising our payroll team, and collaborating strategically with various departments. The selected candidate will lead a dedicated team, refine operational workflows, and work cross-functionally to achieve unparalleled payroll excellence, compliance, and an exceptional employee experience. The pay range for this position is $130K to $175K annually, based on qualifications and experience.

Your Role:

  • Oversee timely and accurate processing of weekly, biweekly, and monthly multi-state payrolls for Tetra Tech subsidiaries, including both non-union and union payrolls.
  • Supervise and mentor a team of 3-4 payroll administrators, providing coaching and support to cultivate their professional growth and fostering a culture of collaboration and high performance.
  • Ensure adherence to payroll guidelines and procedures to maintain operational integrity.
  • Address payroll-related inquiries and resolve issues promptly, escalating complex questions to the Payroll Director as necessary.
  • Manage quarterly Workers Compensation and Multiple Work Site location reports, ensuring compliance and accuracy.
  • Assist in resolving tax variances identified by the payroll tax administrator.
  • Coordinate quarter-end and year-end payroll activities to ensure timely completion.
  • Identify and champion automation opportunities and process enhancements to elevate payroll functions.
  • Play a crucial role in payroll system conversions and acquisitions, ensuring seamless transitions and integrations.
  • Collaborate effectively with auditors for SOX, internal, and external audits, ensuring transparency and accountability.
  • Oversee the review and processing of manual checks and wire transfers, ensuring accuracy and compliance.
  • Ensure compliance with all applicable federal, state, and local payroll laws and regulations, mitigating risk for the organization.
  • Participate in vendor contracts, project pricings review and negotiations.
  • Contribute to the payroll budget process for both the annual and midyear periods.
  • Collaborate with IT to oversee the testing of new extensions, interfaces, system upgrades, and payroll-related international projects concerning all Oracle time and labor globally. Prepare Functional documents as needed.
  • Work closely with Human Resources (HR) and Accounting teams to reconcile discrepancies and ensure payroll accuracy.
  • Provide professional and timely customer service to internal and external stakeholders.

Qualifications:

  • Minimum of 8 years as a payroll manager, processing payroll for over 5,000 multistate employees.
  • Bachelor's degree in Business Administration, Accounting, Human Resources, or a related field.
  • Certified Payroll Professional (CPP) designation is highly preferred.
  • Proven leadership/mentorship abilities with a strong track record in team management and development.
  • Comprehensive knowledge of payroll procedures and relevant laws, with a focus on compliance.
  • Collaborate with development teams to design workflows that align with local regulatory requirements.
  • Drive project execution for payroll enhancements and new implementations.
  • Familiarity with payroll software (ADP Vantage, Workforce Now, Smart Compliance, and ADPR reporting).
  • Experience managing compliance in a dynamic, global environment, with expertise in payroll regulations across the US and Canada. Provide expert guidance on compliance matters, including audits and regulatory inquiries.
  • Ensure timely and accurate incorporation of legislative changes into payroll systems.
  • Experience leading research to develop compliant payroll systems across the US and Canada.
  • Comprehensive knowledge of payroll procedures and relevant laws, with a focus on compliance. Solid understanding of federal, state, and local payroll regulations and union contracts.
  • Excellent organizational, collaborative, and communication skills (both written and verbal).
  • Strong interpersonal skills and the ability to collaborate effectively across departments.
  • Strong analytical skills and proficiency in Excel.
  • Ability to manage multiple projects simultaneously and prioritize tasks effectively.
  • Experience managing compliance in a dynamic, global environment is preferred.
  • Proven ability to translate regulatory requirements into effective workflows and scalable solutions.
  • Experience with system implementations and process optimization initiatives.
  • Foster strong relationships with external auditors and regulatory bodies.
