Wildlife Biologist/Project Manager (Hybrid) (Finance)



The Opportunity:

Tetra Tech is adding an experienced and strategic Wildlife Biologist/ Project Manager to lead complex post-construction mortality monitoring (PCMM) studies in support of our renewable energy clients in planning, implementing, and reporting on PCMM at utility-scale wind and solar projects. This role will oversee the full lifecycle of wildlife compliance and monitoring efforts-from study design and team leadership to client engagement and regulatory interaction.

The ideal candidate brings a strong foundation in avian and bat ecology, advanced quantitative skills, and demonstrated success in managing the scope, budget, and schedule of technical field programs. You will be the primary point of contact for clients and agencies, directing multidisciplinary teams to meet both biological and regulatory objectives. You will work closely with field biologists, analysts, and clients to ensure compliance with federal and state wildlife permitting requirements, such as those under the Endangered Species Act (ESA) and the Bald and Golden Eagle Protection Act (BGEPA). The successful candidate will play a central role in the design, execution, and interpretation of PCMM studies, and contribute to broader environmental strategy development for some of the nation's most impactful clean energy projects.

Your Role:

  • Lead and manage PCMM projects across multiple wind and solar facilities, ensuring delivery on time, within scope, and on budget.
  • Design or oversee the design of site-specific monitoring protocols and adaptive management frameworks, integrating fatality estimation tools and impact thresholds.
  • Oversee field implementation, including team coordination (project staffing), quality control, contractor oversight, and logistics.
  • Apply quantitative modeling techniques (e.g., GenEst, Evidence of Absence, Bayesian frameworks, R-based custom tools) to estimate avian and bat mortality and detection probabilities.
  • Conduct or supervise data analysis, interpretation, and development of actionable recommendations for risk minimization and mitigation.
  • Serve as the client's primary point of contact, ensuring proactive communication, regular updates, and alignment with project goals.
  • Represent clients and projects in discussions with federal and state agencies, supporting permitting, consultation, and negotiation processes.
  • Prepare high-quality technical reports, white papers, and regulatory documentation with scientific precision and regulatory clarity.
  • Lead or contribute to project proposals, scopes, budgets, and schedules, working closely with business development teams.
  • Mentor and train junior biologists and technical staff in field methodologies, analysis, and client communication.
  • Conduct activities in line with internal procedures, legislation, and industry standards.
  • Pursue continuous professional development and maintain a high degree of discipline knowledge and awareness.
  • Work in a safe manner at all times and report all health and safety incidents and concerns.
  • Additional duties as required.

Qualifications:

  • BS, MS, or PhD in biology, ecology, wildlife science, or a closely related field.
  • At least 5 years of professional experience, including leadership of PCMM or similar ecological monitoring projects.
  • Demonstrated experience managing complex scopes, schedules, and budgets in a consulting or agency setting.
  • Proficiency in avian and bat fatality estimation tools and statistical modeling techniques (e.g., GenEst, R, Bayesian analysis, distance sampling).
  • Excellent written and verbal communication skills, including technical report writing and client presentations.
  • Understanding of federal and state permitting processes, including ESA (Sections 7 and 10), BGEPA, NEPA, and relevant state regulations.
  • Experience interacting with regulatory agencies (e.g., USFWS, state wildlife agencies) and successfully navigating consultation processes.
  • Must possess a valid driver's license with a clean driving record without restrictions and a willingness to travel to field sites or client meetings as needed.

Preferred Qualifications:

  • Advanced degree (MS or PhD) with a focus in quantitative ecology, wildlife biology, or biostatistics.
  • Strong working knowledge of eagle risk assessment, fatality modeling, and tiered risk frameworks.
  • Experience designing adaptive management strategies and mitigation triggers based on monitoring results.
  • Ability to translate complex quantitative outputs into actionable insights for clients and regulators.
  • Proven leadership in mentoring staff, managing subcontractors, and developing internal capacity.
  • Strong business acumen with experience developing proposals, pricing scopes of work, and tracking project financials.
