Absence Program Manager (Administrative)



Job Summary

The Absence Program Mgr is responsible for development and compliant oversight of company PTO programs as well as federal, state and local mandated paid time off and leave programs in the U.S. and Puerto Rico. This includes program design and administration, with focus on employee experience, accurate pay, compliance and continuous improvement. This individual is the subject matter expert (SME) on state and local time off and leaves, with solid understanding of how they coordinate with federal leaves.

Job Description

KEY RESPONSIBILITIES

  • Policy Administration: responsible for development and ongoing updates to policies, tools and processes related to state and local leaves, protected time off, and integration with company time off and leave programs. Partner with legal team and outside consultants where appropriate.
  • Program and System Design: collaborate cross-functionally and drive PTO design projects. Monitor project deliverables and progress through the duration of the project plan. Escalate issues as appropriate and recommended solutions. Serve as liaison across technical, legal and payroll teams to design, configure, and audit timekeeping and payroll systems, including proper set up of state leave programs that require payroll contributions.
  • Compliance Management: stay abreast of trends, innovations and legal updates with leaves and protected time off; keep current on legislative and regulatory issues at the state, local and federal level (sick leave, paid leave laws, etc.).
  • Employee Communications: develops HR, management and employee communication materials to roll out programs and ensure processes are followed. Keeps HR leaders updated on regulatory and policy changes. Partners with other Benefits and Absence Management team members for consistency and alignment of material.
  • Reporting and Analysis: generate reports, data analytics, and recommendations on absence trends, to identify areas for improvement, to assist leadership in decision making and ad hoc as needed.
  • Vendor Management: oversee relationships and service with external vendors that provide private plans for mandated state or local leaves.
  • Case Management: support HR and employee inquires and investigate and address complex or escalated situations.

MINIMUM JOB REQUIREMENTS

Education

  • Bachelor's Degree

Certification / Licensure

  • None

Work Experience

  • At least 5 years of experience managing paid time off programs and leaves.

Knowledge / Skills / Abilities

  • General understanding of employee benefits as they relate to time off and leaves of absence, including vacation, holidays, short/long term disability, protected sick/safe time, COBRA, other state or local protected leave, FMLA, ADA, PWFA, etc.
  • Experience analyzing and applying regulatory and legislative knowledge of federal, state and local statutory time off and leave requirements.
  • Strong communication skills to prepare and present potentially detailed and complex information to others.
  • Strong attention to detail with analytical ability to manage data and documentation accurately and identify patterns, trends and potential risks in data.
  • Project management experience with emphasis on process redesign.
  • Intermediate level skill in Microsoft Word (for example, inserting headers, page breaks, page numbers and tables and/or adjusting table columns) and PowerPoint.
  • Advanced level skill in Microsoft Excel (for example, using AVERAGE function, merging and centering cells, printing centered page and/or creating a pivot table).
  • Position requires maintaining confidentiality of sensitive information.

PREFERRED JOB REQUIREMENTS

Certification / Licensure

  • Certified Leave Management Specialist (CLMS) or similar, Certified Employee Benefits Specialist (CEBS), or Certified Benefits Professional (CBP)

Work Experience

  • Benefit administration experience in a larger corporate environment
  • Experience with outsourced absence management platforms, i.e., Sedgwick
  • Experience with Workday and UKG

The anticipated salary range for this position:

$110,240.00 - $165,360.00 Annual

The actual salary will vary based on applicant's location, education, experience, skills, and abilities. This role is bonus and/or incentive eligible. Medline will not pay less than the applicable minimum wage or salary threshold.
