Job Summary

Manage assigned category(ies) to maximize business performance, by reducing costs and mitigating risk. The primary role is to manage category activity, including developing and executing the category strategy, strategic sourcing, supplier selection, contracting, supplier performance management, supply base optimization, risk mitigation, and planning for business continuity.

Minimum Qualifications

  • College Degree (Bachelors Level) ; C.P.M. or C.P.S.M. (Certified Purchasing Manager or Certified Professional in Supply Management Certification) and 8 years of experience required. In lieu of degree, 12 years of experience required.
  • Successful track record of managing sourcing initiatives
  • Exceptional negotiation skills with a proven track record of delivering value and results.
  • Strong understanding of contracting principles and knowledge of how legal elements are integrated, with emphasis on Insurance/Indemnification.
  • Proficient in Digital Skills: MS Word, Excel & PowerPoint. Power BI preferred.
  • Strong verbal and written communication skills.
  • Knowledge of, and experience with, ERP (particularly SAP).
  • Working knowledge of e-procurement initiatives and technologies is a plus, specifically Contract Management and E-Sourcing system, GEP SMART or similar.

Job Duties

  • Strategy Development- The Category Manager is responsible for working with internal stakeholders to develop and validate the category strategy by performing market analysis and research, analyzing business plans and requirements to maintain a competitive position, then building buy-in, to implement the strategy. The Category Manager understands the strategy, communicates, and drives accountability/execution of the strategy.
  • Strategic Sourcing, Contract Management, Supplier Performance Management- The Category Manager:
  • Leads Strategic Sourcing activities to establish the appropriate contracting strategy based on CITGO needs and category risk (e.g., National Outline Agreements, regional agreements, local agreements)
  • Maintains cost oversight by monitoring spend and compliance with the category strategy.
  • Owns supplier relationships. Implements and monitors supplier key performance metrics (KPI's) for assigned categories. Initiates business and organizational partnerships. Collaborates with suppliers to ensure the supply chain is meeting business objectives.
  • Monitors supplier performance and intervenes and supports as necessary. Performs root cause analysis and resolutions, develops and monitors supplier improvement plans

Job Duties II

  • Monitors external markets for conditions/trends, developing technologies, supply chain capacity/capability, product knowledge, customer requirements and supply/demand challenges and advises impacted stakeholders of significant events affecting the normal supply of goods and services
  • Works with Optimization and Compliance to monitor existing suppliers to identify opportunities to increase supplier service levels and mitigate risks to CITGO.
  • Maintains regular dialog with the regional teams, on key supply issues
  • Acts as a subject matter expert for the category and escalation point for the business units
  • Provides advice and guidance on sourcing and other value generating initiatives
  • Drives continuous improvement within the Category. Performs procurement reporting and analysis of management information to develop a portfolio of initiatives to deliver year-on-year cost reductions and performance improvements.
  • Additional Responsibilities- Support department special projects. Pursues innovations in procurement practices and department procedures that will improve effectiveness and produce cost savings.
  • Mentor less experienced procurement team members.
